Foundation’s Secure Electronic Petition Technology Will Help Americans Pursue Citizen-Led Prosperity Building Constitutional Reforms

September 17 marks the anniversary of the signing of the U.S. Constitution in Philadelphia in 1787. The First Amendment expressly protects the right of Americans to “petition the Government for a redress of grievances,” a right that has historically allowed citizens to bring social, political and economic concerns directly to their government.

The Prosperity for US Foundation is working to bring that constitutional right into the digital age through secure electronic petition technology that allows eligible citizens to review, sign and submit petitions electronically, with identity verification, safeguards against duplicate submissions and an electronic audit trail.

The Foundation is using that technology to help advance a broader vision of giving citizens practical tools to pursue constitutional reforms designed to address the economic pressures facing American families, homeowners, farmers and businesses.

“On July 4th, Americans celebrated 250 years since the Declaration of Independence proclaimed our right to ‘Life, Liberty and the pursuit of Happiness,’” said David Biddulph, Founder and Board Chair of the Prosperity for US Foundation. “Today, Constitution Day, we are asking Americans to resolve that for the next 250 years we will use our First Amendment right to petition our governments for reforms that protect those principles in everyday life.”

Biddulph said the Foundation’s effort is focused on giving citizens a meaningful way to address issues that affect their ability to build and maintain financial security.

“That means using the tools our Constitution gives us to address government spending that grows faster than our incomes, taxes that make it harder to keep our homes, farms and businesses, regulations that can diminish the value of property, and policies that contribute to higher prices,” Biddulph said. “It also means preserving the constitutional checks that require government to be accountable to the people before making decisions that can fundamentally affect their lives.”

The Foundation is supporting citizen-proposed constitutional amendments addressing several areas of economic and governmental policy, including limitations on property tax increases, restraints on government spending growth, protections against uncompensated regulatory takings, voter approval requirements for new taxes and fees, and stronger protections for the citizen initiative and petition process.

Prosperity for US Foundation’s approach combines constitutional reform with modern technology. Rather than relying exclusively on paper petitions, the electronic platform is designed to allow citizens to participate through a process that can verify identity at the time of signing, protect against duplicate submissions and create a record that can be reviewed and audited.

Federal law generally provides legal recognition for electronic signatures and records in transactions covered by the Electronic Signatures in Global and National Commerce Act, while specific petition requirements remain governed by applicable state law.

Among the reforms supported by the Foundation are proposals that would:

• Limit government spending growth to a formula tied to inflation and population growth.

• Protect homeowners, farmers and businesses from property tax increases without voter approval.

• Address regulatory takings that reduce the value of private property without full compensation.

• Require greater voter participation in decisions involving new taxes and fees.

• Strengthen the citizen initiative process by ensuring citizens have meaningful authority to propose constitutional amendments through petitions.

• Promote fiscal accountability by establishing constitutional guardrails around the growth of government.
