Deputy Minister Mathabatha to preside over title deeds handover to Members of Bareki Community in Limpopo
The Deputy Minister of Land Reform and Rural Development, Stanley Chupu Mathabatha, will on Saturday, 5 September 2026, hand over title deeds to members of the Bareki Agricultural Community Development following their successful applications for government assistance to adjust title deeds from the names of their forefathers to those of their children and grandchildren.
The title deeds handover follows the department’s assistance to the community and individual heirs through the adjustment of title deeds process. The purpose of the process is to ensure that farming plots are registered in the names of the rightful and legitimate owners. The process involves receiving applications and requests, conducting investigations and research, making determinations, and facilitating the registration of properties.
The Moutse West Land Title Adjustment Project covers the farms Witfontein 1 JS, Tweefontein 154 JR, and Toitskraal 6 JS, situated in the Ephraim Mogale Local Municipality in the Sekhukhune District, in Limpopo. These farms were purchased, subdivided, and then followed by the issuance of title deeds to individual purchasers between 1941 and the early 1960s. During that period, Black people were permitted to purchase land but were prohibited from acquiring formal rights in the form of title deeds under the apartheid regime.
There are approximately 980 individual farm plots in the area, which are owned and managed by families and associations. These properties were purchased by their forefathers and subsequently passed down through generations. However, in many cases, the failure of heirs or other successors to take transfer of the properties resulted in the title deeds remaining registered in the names of deceased owners.
During that period and thereafter, the community was referred to as the Bareki community by the then government. Following the advent of the new democratic dispensation, the community changed its name to Bareki Agricultural Community Development.
The Land Titles Adjustment Act, 1993, (Act No. 111 of 1993) regulates the allocation or devolution of certain land in respect of which one or more persons claim ownership but do not have registered title deeds in respect of such land.
