Kosovo Fails to Elect President, Raising Prospect of Parliamentary Elections
The Assembly was unable to secure the required two-thirds majority needed to choose a head of state, despite several rounds of voting held on the final day of the deadline. Only lawmakers from the ruling party and representatives of non-Serb minority groups participated, but their combined votes fell short of the threshold required for election.
Parliamentary leadership said that opposition parties were invited to take part in the process but chose not to participate in the voting sessions.
With no consensus reached, the Assembly Speaker, who is also serving as acting president, is expected to initiate procedures for early parliamentary elections. Under constitutional rules, such elections would need to take place within a short timeframe following the failure to elect a president.
This political deadlock follows recent electoral cycles in the country, with voters having already participated in elections only months earlier.
The previous president’s term recently ended, and attempts to secure a successor have repeatedly stalled amid disagreements between political parties over candidates.
Earlier institutional attempts to resolve the impasse included parliamentary dissolution and constitutional court intervention, which temporarily extended the timeline for lawmakers to reach a decision. However, with the latest deadline now expired, fresh elections appear increasingly likely.
The situation highlights ongoing political fragmentation and difficulty in forming consensus across Kosovo’s political landscape, particularly on high-level institutional appointments.
